I can't be exact about the date, but every country they had invaded had to give up their Jews. The Nazis invaded Poland on September 1st,1939 and began deporting Jews into ghettos once they had Poland under their power; which they did in less than a month.

As early as 1939, when WW2 started. The reason for doing this (Excluding the time being a reason) was that the Nazis wanted to contain all Jews to make sure they were all "Supervised" (Meaning to the Nazis as waiting till the perfect kill or assault time.)
