take off the valve cover,remove the rockers,take off the intake manifold take out the push rods,then pull out the lifter,if the lifter is mushroomed you may need to get a lifter puller

That balancer requires a 3-jaw puller to pull it off, just be sure you have the claws on straight, and if it gets too tight to turn the end of the puller, tap on the end with a hammer, then turn some more.
with the rocker cover removed, try pushing down on the pushrod end of the rocker arm. if it moves ,the lifter is bad

The ramrod puller is used to remove bullets from a muzzle loader rifle without firing it or in the case of a mis-fire with a stuck bullet.
