Why was there peace between Roma and Carthage prior to the first Punic War?

Carthage was a trading city and was interested in access to trading areas, not owning them. As a trader in a maritime environment it had a strong fleet to protect its trade. Rome was strictly land based in peninsular Italy, and had land power. For a time they were allies with their complementary forces able to maintain peace. Conflict arose when they both got involved in disputes in Sicily, and then sites around the western Mediterranean became involved on one side or the other. This rivalry led to war. To add more information to this excellent answer from one of my colleagues. The city-state of Carthage was once a Phoenician colony. They made a mark in ancient history because of their ships & the commerce they helped. I believe that in Latin Punic means Phoenician. Carthage was a wealthy State due to the commerce it continued and increased from their shipping & the war fleet they had to protect that shipping. Rome was an agricultural economy and thus no conflict there. Also, Rome was deeply concerned for years prior to the first war with Carthage, with securing the Italian peninsula. Rivals there included Gaulic, Etruscan & other Latin peoples. When it came to pass as mentioned earlier, that Carthage was impeding Roman interests in Sicily, then Rome declared war with Carthage in 264 BC.


Was hannibals bold plan to invade Italy a good or bad idea?

While Hannibal's plan did allow him to bypass the Roman army and sack the city of Rome itself, Carthage did ultimate lose the war. It's impossible to know if there was anything that Hannibal could have done "better." It's entirely possible that Rome was always going to win the war no matter what Carthage did, simply because they were so much bigger and more powerful that Carthage had no chance to defeat them. The fact that they prevailed in spite of the capital being sacked certainly adds credence to that argument. One should also note that following the war the Romans destroyed Carthage completely. They did not subjugate it or add it to the empire, but wiped it out of existence. You could, again, argue that they would have done that no matter what, but you could also make the case that they destroyed Carthage because of Hannibal's attack on the city of Rome. If you take those views together, then it was certainly a bad idea, and in the long run only provoked the Romans into even greater reprisals against Carthage. Had Hannibal fought a conventional war then he would still have lost, but the Romans might not have destroyed Carthage completely after their victory.
