That first character is a 'G' not a '6'. After the Gun Control Act of 1968 passed, Winchester started marking the G prefix on the Model 70 rifle. Yours is very early, and if you look you should notice that the G will appear to have been stamped using a hand die instead of the roll-die used for the rest of the serial number. Winchester had receivers already manufactured and roll-marked awaiting assembly when the decision was made to start using the G, so they went back and handstamped those receivers.
