In 1984. I've found that any extensions built around that time or since have definitely been insulated at the time of building. BUT, not all houses have actually been built with cavity wall insulation, despite the regulation. I find that, unbelievably, some built in the 90's and more recently haven't been. Which is naughty!
Also, cavities weren't 'invented' until the 1950's (although some council houses were built with cavities in the 1940's for some reason).
