The Germans surrendered to the Allies in Northern Germany and especialy to Field Marshall Bernard Montgomery. Stalin rightfully felt that because of the huge lossess it incurred during the war, their should be another surrender ceremony in the German capital of Berlin. Again, all 3 Allied governments were there along with Field Marshal Keital of Germany. Keital, would then be arrested and transferred to Nuremburg and stand trial for war crimes and was executed in 1946.
There were three major surrenders in May 1945: 1. To Eisenhower at Reims in France. 2. To Montgomgery on Lueneburg Heath (near Hamburg). 3. To Zhukov at Karlshorst (in Berlin).

After WWII the partitioning of Germany was agreed on by all the Allied powers. The Soviet Union was mostly uninterested in Western Europe, and they had been partitioned East Germany by everyone else. Taking over all of Germany would be an act of war which would sour relations with the Allies.

I don't know but the Soviet Union made Germany communist after WWII. The U.S and the Soviet Union split Berlin in half. East Berlin was communist West Berlin was noncommunist. Soviet Union got sick of U.S coming in their land to get to West Berlin. That created the Berlin Airlift. We hade to take a plane to deliver supplies. Why we hade to deliver you say? Soviet Union started to starve our half of Berlin.
