Why didn't the Soviet Union take over all of Germany instead of putting up the Berlin wall?

After WWII the partitioning of Germany was agreed on by all the Allied powers. The Soviet Union was mostly uninterested in Western Europe, and they had been partitioned East Germany by everyone else. Taking over all of Germany would be an act of war which would sour relations with the Allies.
