The indigenous Sumerians and Akkadians (including Assyrians & Babylonians) dominated Mesopotamia from the beginning of written history (c. 3100 BC) to the fall of Babylon in 539 BC, when it was conquered by the Achaemenid Empire.
The way most people use the word, Mesopotamia is the name of a geographic region, not a specific empire or nation, so its history could be said to extend from around 10,000 B.C. to the modern day.
There was a Roman province called Mesopotamia that existed between the 2nd and 7th centuries, if that is what you are referring to.
