The bombing of Pearl Harbor was the immediate reason for the U.S. entering the war. President Roosevelt declared war on Japan and the U.S. Congress ratified that decision and the U.S. officially entered the war. This country was helping the Allies economically before it officially entered the war on the side of the Allies.

Support for England and France both overt and covert were ended on 7 December 1941. At that point it was anything goes, the US was at war on two fronts and was ramping up for the long haul. It may sound trite, but phrases like the"Arsenal for Democracy" and the "Breadbasket of the World" joined with Remember Pearl Harbor. It wasn't rhetoric, the US had moved from fringe involvement to direct involvement in WWII.
