The Romans did not conquer Israel or Judah. Israel capitulated to the Assyrians in 722 BCE. Judah capitulated to the Babylonians in 586 BCE.

The Romans conquered the area in 37 BCE (over 500 years later), overthrowing the Hasmonean Kingdom which was created after a Jewish revolt against the Seleucid Greeks.

The Babylonians never defeated the Israelites. In 722 BCE when Israel was destroyed by the Assyrian Empire, Babylon was only a subject state of Assyria.
