If you are referring to the time of WWII,the Germans did not"invade" Rome. Italy,of which Rome is the Capitol was an ally of Germany. The Axis Powers were Germany,Italy and Japan. The Italian Army was comparatively weak against the Allied Powers(U.S.,Britain and many others). In order to support Mussolini-the Italian dictator-Hitler sent a great many German troops into Italy at Mussolini's request. In fact at one point Mussolini had lost his grip on power and the German military saved him and re-installed him to power.

It was not the Germans who invaded the western part of the Roman Empire. Germany did not exist back then. It was Germanic tribes which were part of the ancestors of today's Germans. They were the Vadals, Sueves, Alemanni and Burgundians. The Angles, Saxons, Jutes and Frisians migrated to Britannia in waves and took it over.
