As soon as Germany had been defeated. The UK, USA Russia and France had already agreed on how to divide Europe, and the USSR declared war on Japan (the USSR and Japan hadn't fought in WWII until this point) and 'liberated' China. Many commentators say that the two atomic bombs dropped on Japan were the first warning shots in the cold war.
