The stock market crashed on October 29, 1929 and the 1930's were the years of the Depression. Unfortunately it didn't take very long for the impact to reach all corners of the US. Because the Stock Market had a foot in all the states it hit them all at once.
The Depression wasn't like a drought or a hurricane that only effects parts of the country due to climate or whatever. The Depression hit the whole country all at once. So it hit CA in Fall/Winter 1929.
