VC-Viet Cong. It should have correctly called as The South Vietnamese Liberation Front (Mat Tran Giai Phong Mien Nam.) which backed by the communist government in the North Viet Nam . VC means Vietnameses Communist .
As it turns out we were involved in Viet Nam much sooner than many thought. President Eisenhower was the first to put our military personnel in Viet Nam in the late nineteen fifties. We were there until Nixon finally called it quits in the early nineteen seventies. Many believe that we were drawn into the Viet Nam conflict because of an attack by North Viet Nam on a US American ship in the Gulf of Tonken when John Kennedy was President. This attack did not occur according to a later confession by General Westmorland however it was considered necessary to lead the US American public to believe we needed to enter that conflict.

Ho Chi Minh was the northern leader of North Viet Nam during most of the Vietnamese War. When the war ended, Ho Chi Minh's rise of communism in Vietnam, that was started much before the war started, continued to grow after his death. His influence was the reason that Vietnam became whole under communism. The name of Viet Nam became The Socialist Republic of Viet Nam.

"Ngan Hang Quoc Gia Viet Nam" is Vietnamese for "National Bank of Viet Nam". The wording was used on the coinage (and, presumably, paper money) of the Republic of Viet Nam (South Viet Nam). As there was no South Vietnamese coin with a denomination of "1000", I presume that you are refering to a 1000 Dong bill from South Viet Nam. While I know enough to know that its value would depend at least somewhat on its condition, I do not know what the range would be, nor whether there were multiple issues of 1000 Dong bills.
