The entire Electoral College does not meet together in one place. Electors meet in their respective state capitals (electors for the District of Columbia meet within the District) on the Monday after the second Wednesday in December, at which time they cast their electoral votes on separate ballots for president and vice-president. Each state then forwards the election results to the President of the U.S. Senate, the Archivist of the United States, the state's Secretary of State, and the chief judge of the United States district court where those electors met. A joint session of Congress takes place on January 6 in the calendar year immediately following the meetings of the presidential electors. The electoral votes are officially tabulated at the joint session of Congress and the winner of the election is officially declared.
The popular vote has no bearing on the Presidential and Vice Presidential elections themselves. It is used by the states to determine which electors get appointed. State electors are "pledged" to vote for the candidate of the party that chose them. In 48 states plus D.C., the winner of the popular vote in each state will receive all of that state's electoral votes in the real Presidential and Vice Presidential elections when they meet in December. In Maine and Nebraska, the winner of the popular vote in each state receives two of that state's electoral votes, and each additional electoral vote goes to the candidate who wins the popular vote in each of the state's federal congressional districts.

You can find the amount of electors your state has by this: Each state has 2 senators+ the number of representatives your state has= the amount of state electors you have.
