Moral reasoning first starts in early childhood, according to Kohlberg's model of moral development.

For example, a toddler learns that a lie is wrong. But a toddler may try to convince adults that the child did not do a bad act, and thus is not lying about the act, even when the child knows the adults know the truth. By testing the truth-lie boundaries, toddlers learn truth, and consequences of lying which normally produce shame and guilt.

How can you use faulty reasoning to determine if a statement is a fact or an opinion?

Faulty reasoning might accidentally lead to the right answer. Different parts in the faulty reasoning may cancel each other out. If faulty reasoning consistently gives the correct answer, then it is opinion and not fact that the reasoning was faulty in the first place. Research is the best method to determine opinion from facts.
