When they wear out. There is no set time to change them as they wear differently depending on how you drive and where.

How do you change the front drum brakes on a ford wind-star mini van?

The front brakes on the Windstar are disc brakes. The rear brakes are drum type. You need to know exactly which parts need to be changed and why. If it is just the pads its pretty easy to do. But if the rotors are bad too, you will need to remove the calipers to access them then re-install the calipers with new pads. If you are not sure what you are doing seek advice from a mechanic

Why do you need front brakes?

The front brakes on any vehicle do most of the stopping. When you apply the brakes the weight shifts to the front of the vehicle. For this reason the front brakes are needed more than the rear. Try stopping a vehicle with just the hand brake which applies only the rear brakes.

Rear brakes do not have to be replaced too often. It's really hard to tell without looking at it. What you can do is to replace front brakes and test drive it, if you feel that your car brakes works just fine you do not need to replace rear brake shoes.
