Is the 'I like you' them saying that they have feelings for you or just as friends ? I guess it just means that the person genuinely likes you .

Well, if the person has feelings for you also, maybe you guys can start talking for a while, and if you guys feel like you really like each other then you could possibly go out. But, if the other person has no feelings for you then you should try to move on because your not totally feeling for them all the time, it is normal, just try your best.
