I believe the show you are referring to was titled "The People's Choice" with Jackie Cooper as "Sock" and Patricia Breslin as "Mandy". The Basset Hound was a female red and white named Cleo (and had most of the good lines). The show ran from 1955 to 1958 (in B&W) but it was in reruns after that. Hope that helps.
