Without any context from the relationship (ie, what his voice tone was when he said it, what else has happened prior to this statement being made), I would take him at his word - he wants to be a good husband to you and a good father to his and your future children but doesn't feel he has enough money to be able to do so.

Since I don't know this man or his character, it could mean either:
- He really wants to get married and have a familiy and he wants to do that with you but he needs to make more money in order to take care of a family.
- He could be stringing you along. If you don't feel that you can trust what he says, then that's probably what he means.
You have to decide for yourself which it is because you're the one who knows him.
