have you checked your wires
The headlights probably have a bad ground. the alternator is probably going bad.
If you turn up your interior dashboard light settings, then the radio display will be brighter too. The radio dims to the setting for the dashboard when the lights are turned on.

Which light? Is it the dome light? the headlights? the little annoying blinking one next to the radio? I might be able to help.
my most positive answer to this question is that i do not think hybrid cars emit radiation. it just doesnt make sense. They emit the same radiation any other car does: IR when the engine is running, visible light when the headlights are on, RF if you are using your CB radio, etc.

The instrument cluster lights have their own fuse. It's a 5 amp at the bottom center of the fuse block. When the lights are on, the radio draws lamp power from the instrument cluster. This allows you to dim the brightness of the radio display with the other internal lamps.
Sounds like receiver ok, check the speakers/fuses.

No they do not light up, although it would be nice if they did! As a matter of fact in time the letters will rub off from wear.
