Compared to todays modern brake systems they will feel hard. Also depends on if they are power brakes or not. Some cars of that era did not have power brakes and they were very hard to push.
Most common cause of surging is a dirty/clogged air filter.
This is because of the antilock brake systems, or ABS. When the ABS is activated in a vehicle it can feel like the pedal is pushing back at you when you stop or start to slowly press the brakes.
It means it is time to have your brakes checked.
Sounds like your handbrake is stuck or rear brake drums are seized. Check out hand barke system and rear brakes.

S-series brakes are notorious for being much different than any other cars brakes. They have alot more "Feel" to them and seem harder than other vehicles. This is normal. As long as they dont loose pressure they are fine

If your power brake booster (the large roundish metal thing that the master cylinder is bolted to) either fails or loses its source for vacuum then your brake pedal will become very difficult to push like if you have manual brakes.
sound to me like you have air in your brake lines try bleeding your brakes
