You're not shifting up 'two' gears into second, you're shifting up 'one full click'
Neutral is a half click above 1st, and second is a full click. So when driving and you're in first, one full click (shift) will put you in second - not two.

fluids are fine, no codes, and it wont shift past 2nd gear. any help?
In a manual transmission between the gears. If one fails it will make it very difficult or impossible to shift in to the lower gear, i.e. if the 2nd gear synchronizer goes out you cant shift from 3rd to 2nd gear

Well your transmission has to be overhauled. The shifter fork moves up and down on the shift gear and in and out of the gear cogs to allow it to shift gears.
when talking about a motorcycle, the traditional location for neutral is between 1st and 2nd gear. you shift all the way down to 1st while lightly moving the motorcycle back and forth. you then lightly tap the gear lever up without entering 2nd gear. vualla, your in neutral.
Release the throttle and engage the foot shift to engage the clutch. next grab the shifter and slowly push the gear forward into first. The next 3 gears and straight back on the shifter. The 1939 Indian Scout has a 3 speed transmission. When shifting from 1st to 2nd please do the same as shifting into first gear. That's it. The slower the rpms on the motor the easier it will go into gear.
D3 means that the vehicle transmission will shift through 3 forward gears (low gear/2nd gear/high gear). D2 indicates only low gear & second gear. Your vehicle will NOT shift into OverDrive unless the transmission is in D3 position.
From the neutral gear position with the neutral light illuminated, press down on the shift lever, for 2nd, 3rd, 4th, and 5th gears, lift the lever with your foot one time for each gear.

The synchronizers in the transmission are bad. If the gears grind when trying to get it into 1st or 2nd then it's probably the synchro's. If you just can't get it into gear then the 'shift rod bushing' or the "shift couplers" are worn. They are under the gear shift inside the shift tunnel. If you don't know if they have been replaced or not they probably haven't been. Buy the Bentley manual and it will walk you thru it.
