The Darkrai, Roliu, and Liberate the Tower extra missions have been out for a while. The Dialga and Palkia missions just came out to the US a few days ago. :)
I believe the Us release date for this movie is January 29, 2008. I don't know when it will be shown on television.

Palkia looks dinosaur-like, similar to Dialga, though it seems to be based off of a therapod. Ooh, hello there, 13 years old question! "The Rise of Darkrai", accordingly to Bulbapedia, had its Anglophone release on February 24th 2008.
At the top of Mt. Coronet is a place called Spear Pillar. This is where you can find Dialga in Pokemon Diamond. In Pearl you can find Palkia here, to get Dialga just trade it with someone that has it on their Diamond.
In Pokémon Black 2, the Legendary Pokémon that are called Dialga, Palkia and Giratina cannot be found or captured in Pokémon Black 2. Dialga was only available in Pokémon Diamond and Pokémon Platinum, Palkia was only available in Pokémon Pearl and Pokémon Platinum and Giratina was only available in Pokémon Diamond, Pokémon Pearl and Pokémon Platinum and they were also available in HeartGold and SoulSilver via the use of the Arceus special event Pokémon that was released at Toys 'R' Us so in order to get Dialga, Palkia and Giratina in Black 2, you will need to either trade for them or you will have to migrate them using Black 2's Poké Transfer system.
