Quite often a Judge will listen to the wants of a child starting at the age of 12 to 14, but this does not necessarily mean that they will make an order based on this. It is not uncommon for a child of 16 to decide that they would like to live with the other parent and move without a modification of a court order. It is best for a parent to make a request to modify the court order, and provide the reasons why as this will certainly affect child support as well.
The purpose of child support is for a non-custodial parent to help offset the costs incureded by a custodial parent in rearing a child. Normally, child support must be paid up until the child is 18 regardless of the child's living arrangement. In such case where an underage child is self supporting, by agreement the parents may chose to give the money to the child directly; have the money set aside for a special purpose (i.e. University), or alternately discontinue payments altogether. Refusal is not an option.

A parent can chose whomever they are comfortable with and believe will take care of the child properly while they are away. There is no requirement that a child has to be with a parent, or even a relative. The decisions cannot interfere with the other parent's rights to access and visitation as prescribed by the court.
