In the Southern countries like Greece, Spain, and Italy, you may want to avoid July and August as they can be packed with tourists. In these countries June and September are probably the best months because the weather is nice and tourism is lower.
People in Europe tend to take holidays in the Summer. Many also tsake Winter Sports holidays. The French especially tend to holiday in August, and cities such as Paris are left to the tourists from other countries.

I like late Sept. and early Oct. in Europe. The weather is good and most of the tourist are gone. The nights get a little cool, but you don't have the hot days of summer. Germany in the fall has hills full of trees turning and are golden brown and red, in Italy the days are cooler and very mild. The lines for the sites and museums are also shorter. The next time I go back to Europe it will be in Sept/Oct for the reasons I have given you.
