For example, the first person to read the correspondence may not send it on to a person with the necessary concern for the problem. Phrases such as "Ladies and Gentlemen" are most often used as the Salutation when an attention line is used. Simplified letter styles would omit this item, and this is probably a preferred method. This differs from a letter addressed to an individual without an attention line. The assumption here is that you are extending thanks, expecting action, etc. from that specific person. These two scenarios represent a degree of specificity to be sure, rather than absolutes, but hopefully help to clarify the purpose.
