The Right Honourable Stephen Harper P.C., M.P. (Calgary-Southwest), the Prime Minister, was responsible for the enactment of amendments to the Canada Elections Act that prescribed fixed election dates for Canadian general elections. The Act sets out that a general election must take place on the third Monday in October, in the fourth calendar year following the previous general election.This means that the next general election must take place by October 19, 2015.(It should be noted that the fixed dates set out in the Canada Elections Act do not restrict the authority of the Governor General of Canada, on the advice of the prime minister, to dissolve the Parliament of Canada and call elections earlier than the date prescribed in the Act.)

Under the Fixed-term Parliaments Act (2011), a general election must occur five years after the previous election. Before the act, the Prime Minister decided on the date, as long as it was no longer than five years after the previous election.
The last federal election was held in Australia on August 21st, 2010, after a month long campaign, resulting in a Parliament with a mandate to serve until September 27th, 2013 (making the last possible date for the next election November 30th, 2013).

The exact time and date for the election of the U. S. President and the U. S. Vice President is set by Federal law (United States Code, Title 3, Chapter 1, Section 7.) Of course the law was passed by Congress. The 4-year term and the date for the beginning of each term are set by the Constitution.
