Although there is no legislation specifically prohibiting the cutting of hedges at any particular time, there is legislation which can make if an offence to disturb nesting birds in some circumstances. One should avoid cutting hedges when it might disturb nesting birds, but regular light trimming of typical garden hedges should not present a problem: but check anyway.
