I would Say that homeless people are considered a resident of a state at some point. Most people are not homeless from the day they are born. At some point I would think that someone is born in a hospital with a birth certificate and is claimed as a resident. If they are not considered a resident of a state then would they not be considered a US citizen???
A homeless person is someone who does not have a house, it doesn't mean you live on the treets, if you are living with a friend temporarily, and don't have anywhere to go after that, you are homeless

No, it depends I guess what they have done in their lifetime though that caused them to b homeless.....But I don't think personally all homeless people are monsters, although some are pretty mean.....
