It depends on what kind of weather you like.

Since the rainy season typically hits during the winter and the heat during the summer can be quite bad, I personally would recommend going to Israel in April or October for the best weather.

Out of more than one million immigrants from the former Soviet Union in Israel, about 300,000 are considered not Jewish by the Orthodox rabbinate.
