Horse auctions are constant. To access them, hover your mouse over the 'Trade' tab, then click the 'Auction Sales' button that appears underneath. However, you must be at riding level 2, and have 2 karma points to access it. If you don't want to wait for that, you could always purchase a 'Business Key' from the Black Market for two passes, which instantly unlocks it, no matter what your riding level is, or how many karma points you have.

No. (!) If it is on auction you have to wait until the auction finishes to own the horse. If it is in the direct or reserved sales then the momemt you click buy, the horse becomes yours.
