Lunar perigees and apogees occur during the orbit of the moon (or satellite) around the earth, hence monthly. For any given month, the time of each varies. Roughly each occur once during the month, (one perigee [when the moon is nearest to earth] and one apogee [farthest from earth]) given the orbit of the moon or lunar orbit.

Compare this with perihelion and aphelion having to do with the nearest and farthest orbit of a sphere around the sun, as the reply below addresses.

Curiously (for those of us in the northern hemisphere) Earth's perihelion (closest point of approach to the Sun) occurs in December.

"Perigee" means "closest point of approach to Earth" (peri=close, "gee" for the gravitation of earth), and is only used for things that orbit the Earth. I presumed that you were referring to the Earth's closest approach to the Sun, which is "perihelion". (Peri=close, Helios=the Greek god of the Sun).
