It's generally required at all times, but there is a problem though with most o'scopes, and that is that the o'scope's ground connection is also connected to AC ground through the AC power plug.
The best way to circumvent the possible shorting of the circuit you're testing, you should use an AC isolation transformer on the o'scope. This removes the AC ground from the scope but allows you to retain the signal and AC ground on the device being tested.

The ground wire should go from the dryer directly back to the distribution panel. An external ground wire is not required. The ground wire that is in the cord set that is connected to the frame of the dryer and the ground wire that is in the feeders coming from the distribution panel, that is connected to the ground terminal in the dryer receptacle, is all that is required to satisfy the code requirement.

Ground coupling is a handy way to find the ground or zero volt level. Switching between ground coupling and DC coupling can be used to relate your DC coupled signal to ground. With modern digital oscilloscopes, the nominal ground level is typically displayed on screen. However, older analog scopes don't usually have this feature, so ground coupling becomes necessary. Very often the ground wire in the fixture is ignored, or just connected to the box, if there isn't a conductor to connect to. This, however, is a code violation as any fixture with a ground wire is required to have it properly connected to an equipment grounding conductor back to the panel. This is for YOUR SAFETY. Technically you should rewire the circuit with the proper conductors. It is BAD PRACTICE to connect the ground wire to the neutral or white wire because this could create a hazard of its own.
