The customs and laws of the jurisdiction in which the business is actually being conducted will prevail. If the company has locations in more than one country, whatever business is being conducted must be in compliance with the law of the nation in which it is actually taking place.
If the corporate headquarters of the business is based in a country which forbids certain actions which might not otherwise be illegal in the country in which the business is actually taking place, then the laws of the headquarters nation must also be observed (e.g.: US Law forbids US-based corporations from engaging in bribery or kickbacks regardless of whether the other nation forbids it or not).
