No coworker (including yourself) should be abusive in any manner no matter if it's done in a quiet or loud manner. Be sure you are not pushing all the blame on your coworker. If at all possible cool off and try to communicate with your coworker and try to come to some amicable agreement to get along. If she is unwilling to do this then that's the time you should walk in and speak with your supervisor before making a written statement.

If you are going to send a letter, then yes. Make that letter, short, to the point, emotion neutral and all on one page. A short page.

It would be better just to talk to your boss. Better yet just to talk to the person you argued with and let bygones be bygones.
