Usually you know it's time to change it when your car runs too hot because the thermostat is stuck closed. To test if a thermostat is bad check the following:
Start to open between 169-176 degrees F(76-80 degrees C)
Fully open at 194 degrees F (90 degrees C)
Valve lift at fully open should be 8.0 (0.31) min.

The thermostat on a1998 Honda Civic is found on the right side of the engine. It is located in the thermostat housing which can be found by following the lower radiator hose.
Should be in a removable housing at the engine end of the upper radiator hose
First locate the top radiator hose,that hose should lead you to the thermostat housing. Second you loosen that hose from the thermostat housing. Third you take of the 2 Bolts off from the thermostat housing, they should be a 13mm or 1/2 inch socket or wrench and when it's off you should see the thermostat.
