Wet sanding new paint on a car is very important if you want to get that paint to look it's best, having a glassy smooth look and feel!
Wet sanding is meant to flatten and level out new paint, remove small runs or sags, remove surface debris that landed on the paint while it was wet, flatten out orange peel along with minor pot holes, which are called "fish eyes," within the paint. Rubbing compound is applied after a wet sand to bring the color of the paint back to life before clear coat or "Silicone Free" glaze applications. NOTE: You should not apply any wax until the paint has had 60 to 90 days to completely dry and get hard.

For pure sanding of bondo or metal, No. If you are preping to paint or sanding primer you should use Wet or Dry sandpaper and sand wet.
You really could do either or neither. If your using an epoxy primer sanding is not necessary. If not you could wet or dry sand whichever you prefer. Wet sanding makes for a smoother texture finish and less dust of course.
Sand can be wet or dry.

because wet sand is cold from the cold water that makes it wet, and dry sand is in the sun and the water cant reach all the sand.
No sand is not a element.
You should clean it
Fairly soaked, because the water makes the sand stick together and makes it easier to shape into your desired form. Just remember- the higher you go the drier it needs to be, because wet sand is heavy. One more thing- if you've got a large form near the water, use dry sand when adding to the base of your castle. Wet sand will not stick as well.
