You really could do either or neither. If your using an epoxy primer sanding is not necessary. If not you could wet or dry sand whichever you prefer. Wet sanding makes for a smoother texture finish and less dust of course.

What kind of paint do you use to paint a car?

Either a "one stage" enamel paint, which can run from $100-$200 a gallon or you can use a "3 stage polyurethane" which can run from $100-$2000 a gallon. 1 stage enamel paints require you to prime and then paint the car with 3 or 4 coats, with a good wet standing afterwards, personally, I use 1500 grit, and then you buff it. 3 stage paint is a little more difficult if you don't know what you are doing. Body work and primer are a must, then you spray your base coats, wet sand it with 1000 grit, spray your paint coats, wet sand with 1000 grit, then spray your clear coats, and wet sand with 1500+. 3-6 coats of each stage recommended.

What removes paint form the exterior of the car?

Paint stripper. Works for both metal and wood for a car sand otherwise surface contaminants will take longer to remove than sanding painting combined.

What is the way to build a Pinewood Derby car that goes the fastest?

get your local rules first and foremost!!!! read and understand them !!! the speed is in the wheels and axles and the car when finished it should weigh the maximum allowed most times it is 5 ounces. DO THE AXLES AND WHEELS FIRST TAKE YOUR UNCUT PINEWOOD DERBY BLOCK and put it in the oven for 1 hour at 200 degrees F to get rid of moistuer. the more time you spend DOES make a BIG difference. get the tools to help at your scout store get extra wheels too- the're cheap remove burrs from the axles, straighten then flare the nail head ( they have this tool at your local boy scout store)and polish the axles til they shine like a mirror. a drill press is great for this. start with 240 grit sand paper and contiue upwards to emery clothe. use the wheel mandrel in the drill press to to get rid of the bumps on the wheels and make it perfectly round. use the hub bevel inside and outside of the wheel. stuff the axle full of graphite using a testor model paint brush set aside. shape the car wedge cars win the most!! get some lead fishing weights or real car wheel weights to get the car up to weight. the car should weigh 4.3 ounces before paint and wheels. prime paint, let dry 24 hrs. lightly sand 800 grit and prime again, let dry 24 hrs. lightly sand paint, let dry 24, sand paint dry, sand paint dry, sand 2000 grit lightly. glue wheels, let dry test for straight drive and adjust as needed

Your car is gloss black but you want to change it to satin black... do i need a primer?

If the black gloss is in good condition, there is no need to use primer. Wet sand it with 800 grit, and use wax and grease remover both before and after sanding. Be careful not to sand through the black, and respray the car with either a satin black or a satin clearcoat. Make sure the paint you use is compatible with the existing black paint.
