You should probably contact an attorney. (If the documents include letters addressed to you but sent to her address, then she's tampering with the mails, which is a federal crime; complain about it to your postmaster and someone will straighten her out on that score right quick.)
Yes and No. They can but it would be pointless because you can always change your IP-Address by reconnecting your Internet Connection (unplug your Internet-Modem). And your IP-Address would probably be assigned to someone else after some time, so it doesn't make sense to ban IP-Addresses.

For me i dont think it illegal considering the person did give u the email..Although if u try to get or hack his password without permission and you get caught that is illegal and you can face serious charges for that.
I come from Monaghan and generally there are no post codes or as they say in America zip codes, usually if you were sending a letter from another country to Ireland it would look like this : John Doe 10 Park street Co. Monaghan Republic , Ireland And the letter finds its way there. Now if you were to send the letter to a residence in the country where there is no house numbers it would look like this : John Doe Stranooden Co. Monaghan Republic , Ireland The local postman just knows all the residence and the mail makes its way to you with out post codes or zip codes.
