When stopped at stop sign or stop light you step on the gas pedal of your 95 Chevy lumina and it sounds like it is reving up and then when the speddometer reches 20 it runs fine what's wrong?

It sounds like your transmission is slipping. Check the Transmission Fluid. It should be within the allowable range, and blood red. If it's brown or smells burnt, you may have transmission issues.
