Babylon followed the Assyrian governance technique of exchanging upper classes between areas so that an area would have a government unsympathetic to them, and so prevent uprisings. The upper classes of Judea and Benjamin were sent to Babylon and a new foreign aristocracy sent in to control Judea. The Assyrians had already done this to the 10 northern tribes of Israel over a hundred years earlier.
