When you jump into the express lane to make a pass, when you get in front of him... Check your mirrors, see if you back bumper is in front of his car for at lest 3 sec distance in case he chooses to speed up. Before making the pass, check your blind spot. Double check, then put on your blinker. Keep it on for about 4-5 seconds, So the person knows you are coming over. Keep blinker on until pass is made, and you're in his lane.

Another View: Maintain the speed you were driving at and allow the passing car to safely pass and/or pull back in front of you. Do NOT speed up to race them or block them from pulling back in.
If you are moving below the legal limit, move to the right lane. If the car is in the act of passing, take your foot off the gas as a courtesy to allow them to pass. Use the two second rule. For when, you want to make sure your following distance, look at something on the road that the driver is about to pass by and when they pass by start counting in Mississippis. Stop counting when you pass that thing. The distance between you two should be two seconds or more. You can apply the same rule to the vehicles behind you as well by starting to count when you pass the thing and stopping when the vehicle behind does. Just don't forget to look at the road!
Pick your lane based on your speed compared to the posted speed and flow of traffic. If some driver is speeding behind you in the passing lane, merge back into the right lane--don't speed just to accommodate a speeder behind you.
