No. with the steering wheel locked you need to move it in the opposite direction so that you can turn the ignition, otherwise you're causing more problems for yourself.
So whatever direction the steering wheel will turn(i think left) is the way you should turn it and then flip the ignition.

Steering wheels are generally locked from the ignition switch. It is supposed to lock only in the OFF position. If you steering locks in any other key position, you likely have a problem with the linkage rod or cable that connects the ignition lock cylinder to the steering column. You have to take apart the dash and possibly the steering column to fix this.

Is should not be that difficult. Pickup a service manual, I believe that the Saturn uses GM's Passlock Anti-theft system. If you are having problems with the ignition or the car starting, it is more than likely thie ignition cylinder lock. This is a common problem with GM vehicles. This also should not be all that difficult to replace. There is a bit more to it than replaceing the ignition cylinder lock you will have to reprogram the system to read the new key unless you have the new lock keyed to match the original key.
if you had the problem i had it wasnt the lock cylinderr but the ignition itself, replace your ignition and you may find that is it. I found that when i unbolted the steering wheel and dropped it down i could get a set of needle nose pliers in and push on the rod which unlocked the ignition. i rebolted the steering got a steering wheeel puller, you need one so you dont kill yourself. theres a spring behind the lock pin . so be careful take your time and good luck,,,,later
It's the cylinder or the key is worn down. Once I ran into a problem where the cover on the wafers rose up and was hanging in a slot in the cylinder housing, but the key would turn but not far enough to start the car. But if it wont turn, I would suspect the key or something sticking inside the lock.
It is very possible that your steering wheel is locked. You may also be having a problem with your ignition system.Ê
There may be something jammed inside your ignition. If this is not the problem then you will need to have a new ignition installed.
