A intake valve open when the piston reaches the top of the cylinder and just after the exhaust valve closes. It allow fuel and air to enter the engine cylinder.
The intake valve opens as the piston is going down. It lets in an air fuel mixture. The valve then shuts as the piston reaches the bottom.

on the intake stoke, the piston is going down to the bottom of the cylinder. As it is going down the intake valve opens and allows a mixture of air and gas in the chamber. the piston ,once it reaches the bottom of the cylinder,it starts to travel upward(this is the start of the compression stroke) and compresses the air/fuel mixture,and at the same time the intake velve closes,craeting a sealed chamber. As the piston continues to go up it keeps squeezing the air and fuel and just before it tops out the spark-plug fires,igniting this mixture which drives the piston down,starting the power stroke. The timing belt is a belt that connects the engines crankshaft to the camshaft. The crankshaft is turned by the engine's pistons and tuns the vehicles drive wheels. The camshaft opens and closes valves that let fuel and air into the engine and allow burned vapors to exhaust. Timing the valves to the piston position is crucial to making the engine run. In most engines the intake valve (allows air and fuel in) is timed to open as the piston is moving downward in it's movement. The intake closes as the piston reaches the bottom of movement and is about to come back up. As the piston rises, it compresses the air and fuel and nanoseconds before it reaches the top of it's travel a spark plug ignites the fuel (if it's a gasoline powered engine). The explosive force of the ignition forces the piston back down, which forces the crankshaft to turn. When the piston reaches the bottom again, another valve opens to allow the burned fuel vapors out of the engine. The piston moves back up to push the gases out. After reaching the top of travel the exhaust valve closes and the intake valve reopens. With out the timing belt, the engine would have no way of correlating the opening of the valves to the placement of the pistons.
While there may be some overlap of valve opening timing, generally speaking, the exhaust valve opens after the power stroke, and the intake valve opens after the exhaust stroke. Recap... We start the combustion cycle of a standard 4-stroke engine with the intake stroke, the intake valve is open and the vacuum created by the downward movement of the piston draws in the air/fuel mixture from the intake manifold. The intake valve closes as the piston rounds bottom dead center and the compression stroke begins on the upward movement of the piston. At or near the top of the compression stroke, the spark plug fires (both valves are closed at this point) and begins the downward power stroke. As the piston rounds bottom dead center again, the exhaust valve opens to allow the piston to push out the exhaust gasses during the upward exhaust stroke. As the piston gets to the top, the exhaust valve closes and the intake valve opens to start the process over again.
