There is no real incentive to be efficient in government and when there is government is even worse than before. A government employee get's paid whether they are courteous or not. Actually, as I suggested above it is better for government to be inefficient. I mean if it is your job to right rules and regulations that someone else has to live their lives by or run their business by and the incentive is to write rules we would live in a worse dictatorship than you can imagine. Keep government employees few, paid around average and inefficient. Everyone will be happier.
