High tides occur where the Moon is directly over a point on the Earth, and simultaneously at the point on the opposite side of the planet. This results from the difference in gravitational attraction, which is either at a maximum (overhead) or minimum (antipodal). The Earth, being solid, does not deform to any great extent but ocean water can and does respond, being "lifted and dragged" around the planet. The time between lunar high tides is about 12 hours and 25 minutes (half of the time between lunar zeniths).

Actually, the moon alone affects the tides on Earth- not the sun. Even though the sun's gravitational pull is very powerful, it is concentrated on the whole planet, and is not close enough to affect the tides. The moon, since it is closer and has a strong gravitational pull, is able to pull on the oceans, and gives the world its oval shape (when viewed from the side).
