No, a starter cannot cause a battery to fail to charge. It could cause the battery to discharge quickly.

The starter itself.. that would be unlikely... but a wire connected to the starter could on some vehicles.
Check and make sure that you did not swap the negative and positive on the starter. The starter is the only part on you car that does not have fuse protection and will cause a backfeed of current when starting and could cause any number of things to go wrong with your fuse system.

Sounds like a starter issue. Bad wire to the starter could cause it.
Did you follow the starter alignment instructions when you replaced the starter? Are you getting oil on the Bendix? That could cause the starter gear to engage slowly. It is possible that the replacment starter has a problem. Also, if the previous starter had the same problem it could have damaged the gear on the flex plate.

Could be a bad battery or starter.
You may have a short circuit somewhere that is leaking current to ground. Or you could have a bulb or accessory that is using current even when the vehicle is turned off. Improperly installed aftermarket stereos & amps are a notorious cause of this.
