Unless it actually fails - the best time to do it would be at the same time you have the timing belt replaced. To get at it you have to go through much the same procedures and it is just plain cost-effective to have it done at the same time even though it seems to be okay. Odds are it will fail BEFORE the next time the timing belt needs replacement and you'll wind up paying double labor charges.
