Older ones could. What happened was the wind blew down the exhaust pipe and spun the turbocharger without there being any oil pressure in it, and it ruined the turbo bearings. Newer tractors have check valves to keep this from happening. A lot of old-timers still put a coffee can over the end of the exhaust stack, which was the way you protected your turbo back then.
